"Michigan has begun to clean up the problems with its oil and gas leasing program, but it has some distance to
go...The Department of Natural Resources ought to be a commanding player, defining where leasing should
and should not take place, instead of the pliant handmaiden offering leases for auction wherever the oil and
gas industry asks for them...The DNR has taken some steps to reform the process; the effort should continue
with the courage and rigor that the land and people of Michigan deserve."
