Federal Funding for Community Economic Development
48 Michigan “entitlement communities” received $112 million in ‘04

In the 2004 fiscal year, Congress awarded $155.7 million to the state through both “non-entitlement” and “entitlement” CDBG funding. Non-entitlement communities, which are communities located in non-urban areas with populations of less than 50,000, receive their federal funding through the State of Michigan; last year that amounted to $42.9 million. The other jurisdictions, known as entitlement communities, receive their federal funding directly from Washington; last year that amounted to $112.8 million. Michigan’s 48 entitlement communities, and the amounts they received in 2004, are listed below. These communities range from very poor ones, such as Detroit, to some that are perceived as being relatively wealthy, such as St. Clair Shores, Midland, and Troy. Considering that CDBG guidelines require that dollars be directed to low- and moderate-income communities, it would appear that even in relatively well-off areas there are enough residents of modest means that the jurisdictions qualify for the program.
